Difference between Primary/Secondary References?

I assume that all questions on the NARM Written Exam have to be referenced to one of the books on the NARM Written Exam Primary Reference List or the Written Exam Secondary Reference List, right? (NARM CIB, Jan '08, pg 45)

So what exactly is the difference between the books on the Primary and Secondary Lists?
